DRAFT Minutes of Chadlington Parish Council meeting in Chadlington Memorial Hall on Monday 30 November 2015.

(Start 6.05 pm. Finish 7:10 pm)

Present

Councillors Brian Hamblin (Chair), Tony Allan (Vice-Chair), Liz Woolcock, Monty Phillips (arrived late), Zoe Townsend, Howard Rowley, Fil Stocker (Clerk). No members of the public were in attendance.

Minutes

  1. Minutes of the last meeting of the Council on 9 November 2015 will be approved at 11 January 2016 meeting.

  1. No members of the public were present.

Communication

Finance

  1. Income – Allotment rent, C Heath, £20.00
  2. Expenditure approvals requests agreed as below Approved and signed

  1. Allotment hedge-laying Church Road – proposal to seek & accept a single quote from T Brice for £450. Agreed T Brice approved to undertake hedge laying on Church Road allotment hedge

Draft CPC budget for 2016/2017 & 2016/2017 precept requirements (paper circulated to Councillors in advance).Agreed  the following

  1. Playground and playground wall budget should be £1500.
  2. Grasscutting budget should kept at £2,400.
  3. Allotment expenditure should be £350, as hedge laying will mean no flailing should be required for probably 2 years but in future years, flailing costs will have to be budgeted for.
  4. Allotment rents for tenants should be increased by 15%, rounded up to the nearest pound, from 29 September 2016, which would make a full plot rent be £23 (currently £20 per annum) and a half plot £14.00. T Allan wanted only a 5% increase.
  5. Agreed to earmark £10,000 for Memorial Hall and £5,000 for the Playground and playground wall.
  6. Clerk advised that the precept application form from WODC had arrived and this shows that the parish grant will be £433 in 2016/2017 and the precept payment would be reduced to reflect this other source of funding. CPC Precept requirement to be increased by 2% to ensure CPC can continue to set aside a small increase in earmarked reserves for the key village assets of the playground and the Memorial Hall.
  7. Clerk to amend draft budget figures as agreed and will re-circulate amended draft budget and calculation for precept. Action Clerk to amend budget and calculate precept requirements and circulate to Councillors

Information Exchange

  1. Brook End silt traps have been emptied and some work done clearing under the bridge too.
  2. L Woolcock was keen to take up the offer of home cinema equipment from Taston resident. She will contact him to collect and see what Memorial Hall can utilise.
  3. B Hamblin asked Clerk to send him plot number information so he can sort out getting new permanent plot numbering markers.
  4. M Phillips was very unhappy that the Friends of Chadlington School were trying to fundraise by selling Xmas puddings at the Church Bazaar, which is a fundraiser for the Church. He will speak to M Abrey.
  5. B Hamblin reported that he had been contacted by the playgroup manager who said that the playgroup is interested in a possible move to the Memorial Hall. He asked her to send an email confirming this view to the Clerk.
