Minutes of the Chadlington Parish Council’s Annual General Meeting held at Chadlington Memorial Hall on Monday 14 May 2018 (Start 8.45pm Finish 9.25pm)
Present: Cllrs Howard Rowley(Chair), Tony Allan(Vice Chair), Brian Hamblin, Nicky Lloyd , Zoe Townsend, Monty Phillips and Gill Hill (Clerk), Cllr Neil Owen plus 2 members of the public.
Election of Chair and Vice Chair
42. Cllr Howard Rowley was re-elected as Chairman
Proposed by Cllr Monty Phillips Seconded by Cllr Tony Allan
Cllr Tony Allan was re-elected as Vice Chair
Proposed by Cllr Zoe Townsend Seconded by Cllr Nicky Lloyd
Apologies
43. These were received from Cllr Liz Leffman
Declarations of Interest
44. There were none.
Minutes
45. The minutes of the meeting held on Monday 12 March 2018 were approved and signed.
Matters arising and action points
46.1 Problems with parking on the pavement. Mention to be made in the Parish magazine. Polite notices to be tried out.
46.2 The unused telephone kiosk cannot be used as a book exchange as it is on BT land.
Public Participation
47. There was none.
Resignation of Cllr Brian Hamblin
48. Cllr Brian Hamblin tendered his resignation as a councillor after many years of service. This was accepted with heavy heart and grateful thanks for all his work. The Council wished him well in the future. Brian still would like to be involved as a Council volunteer and helper. This was agreed; proposed by Howard Rowley, seconded by Monty Phillips.
Planning Applications
49.1 Planning applications – Applications made:
18/00430/HHD 3 Manor Court. Installation of two roof lights (Retrospective). The Parish Council had no objection. 18/00156/HHD Fairfield Brook End. Erection of single storey rear extension to replace existing conservatory. Alterations to include changes to fenestration and enclosure of front entrance porch. The Parish Council had no objection. 18/01288/FUL (17/03346/FUL) Tite Inn, Mill End. Erection of dwelling with associated garaging and amenity space. The Parish Council had no objection to this application which is more modest than the previous one.
Applications approved:
17/03980/HHD Orchard House, Church Road. Two storey extension joining the existing house and garage. The Parish Council had no objection to this application. 17/03174/FUL Foxglove Farm Chipping Norton Road. Erection of self contained ancillary accommodation. The Parish Council objected to this application as it was not clear as to useage, position and fitting in with other properties in the area. 17/02362/FUL Galleypot Farm Bungalow Old London Road. Modification of Planning Consent 16/04146/FUL to allow addition of porch and enclosure of car port to form garage.

Application refused and gone to Appeal: 17/01079/OUT The Gables West End. Outline planning application for the construction of three dwellings with access to be approved and all other matters reserved. 49.2 OCC Planning application MW.0027/18 by Johnston Quarry Group, Johnston Quarry Estates Office, Quarry Farm, Banbury Road, Great Tew, Chipping Norton OX7 4BT for planning permission for the variation of condition 26 and removal of conditions 27, 28 and 29 of planning permission 17/01172/CM (OCC reference: MW.0031/17) to enable transportation of large stone block by HGV at Castle Barn Quarry, Fairgreen Farm, Sarsden, Chipping Norton. OCC Planning application MW.0029/18 by Johnston Quarry Group, Johnston Quarry Estates Office, Quarry Farm, Banbury Road, Great Tew, Chipping Norton OX7 4BT for planning permission. Revised quarry access arrangements from the local highway at Castle Barn Quarry, Fairgreen Farm, Sarsden, Chipping Norton. More information required on this subject. Income to 30 April 2018: £844; expenditure to 30 April 2018 £0.00. Closing balance £1554.01. 50.6 Clerk’s hours approved April-May Correspondence 51. There was none. Other Issues 52. There were none.
