Minutes of the Chadlington Parish Council Meeting held at Chadlington Memorial Hall on Monday 10 September 2018 at 7.30pm. (Start 7.34pm Finish 9.50pm.)
Present: Cllrs Howard Rowley (Chair), Zoe Townsend, Monty Phillips, Nicky Lloyd, Rose Cleevely and Gill Hill (Clerk), Cllrs Liz Leffman and Neil Owen plus 5 members of the public.

79. Co-option of new Councillor
Rosanna Cleevely (nee Slatter) was officially co-opted to the Parish Council.
80. Declaration of interests
There were none,
81. The Minutes of the meeting held on Monday 09 July 2018 were approved and signed.
82. Matters arising and action points
There were none.
83. District & County Councillor Reports
Cllr Liz Leffman reported that in future Parish Councils should have their say on the resurfacing of roads. £10m was to be taken from next year’s budget to allow for such problems as road resurfacing and potholes. OCC has to save another £30m next year.
Cllr Neil Owen reported that after 7 years the Local Plan is about to be adopted. This will help to obtain funding from the Government. A special Water Day will take place from 10am on Thursday 4 October. Thames Water and the Environment Agency will have representatives there to discuss flooding and pollution in rivers.
84. Local Plan
Chris Hargraves, Head of Policy Planning at WODC confirmed that villages were unlikely to be affected by developments of any significant scale and any development would have to be in keeping with the fact that Chadlington is located in an area of outstanding natural beauty.
85. Parish Plan – Cllr Nicky Lloyd
An outline Parish Plan has been prepared indicating the main subjects that concern CPC. This needs to be completed after more input from the CPC team. The recent walkabout the village made by the Parish Council proved useful to be able to discuss individual thoughts. It helped to focus on the character of the village, the five ends and community assets all of which will be included in a plan for the future to be presented to residents. This is not a Neighbourhood Plan.
86. Parish Planning Policy – Cllr Howard Rowley
A draft Planning Policy document has been prepared by Cllr Rowley. Some further discussion is anticipated prior to presenting this as official policy at a future meeting.
87. Public Footpaths
Adrian Tremlett is handling this matter with OCC.
88. Road Surfacing
In discussion with Cllr Leffman the Chair expressed thanks for the extensive work which had been completed in repairing potholes around the village; concerns were also expressed about resurfacing roads which were in good repair whilst ignoring those that were not. This was acknowledged and would be brought to the attention of County Council officers.

89. Emergency Planning
The Good Neighbours scheme works well mostly for the older generation. The young people also should be considered. Cllr Rose Cleevely to attend meetings.
The need for extra salt was left in abeyance as the bins are automatically topped up.
90. Trees of Remembrance
CPC agreed that the offer of a sapling tree courtesy of the WoodlandsTrust together with a plaque from OCC would be an excellent gift. It was deemed appropriate for this to be planted at the Stocks provided permission is granted from WODC. A small ceremony would be held to commemorate Armistice Day in November.
ACTION: Cllr Tony Allan to organise in conjunction with Cllr Nicky Lloyd.
91. Vehicle Theft
A vehicle was stolen in broad daylight in West End. Residents are advised to be vigilant and to lock their vehicles and doors of houses.
92. Book Exchange
No development yet.
93. Speeding Project
This project is in need of more volunteers to be involved. Please call the Clerk if you would like to help a good cause.
94. Memorial Hall – Update from Zoe Townsend
The hall interior has been redecorated by a group of volunteers. A meeting is due to be scheduled for sometime in November to discuss the condition of the car park.
95. Playground
Several items need attention. It was considered a general inspection would be useful,

No further action.
98. Public Participation
Nigel Winser is looking into arranging a Chadlington Travel Bursary of up to £1,000 per year for 18-24year olds. There will be more information later and it will be on the website.
A Spring Concert will be held from 8pm to 10pm on Friday 5 April 2019 at the Memorial Hall with the talented musician Lionel Sainsbury at the piano. Tickets £12.
99. Planning
Notice of Landowner Deposit: Land between Church Road and Chapel Road.
The owner of the above land has submitted a highways statement to OCC which prevents unrecorded public rights of way from being legally recorded on the basis of presumed dedication in the future. The landowner has also submitted a statement under section 15A(1) Commons Act 2006 which prevents the land from being registered as a town or village green in future. The application can be found on www.oxfordshire.gov.uk/landownerdeposits. This is for information only and an objection cannot be made.
